The Karama network has joined with activists, scholars, unions and others across the world in calling on governments to commit to transformative, transparent, and accountable foreign policies.

Issued at the Fifth Ministerial Meeting on Feminist Foreign Policy held in Madrid, the statement affirms key feminist principles behind the call for action, as well as outlining key means through which to achieve the transformative policies needed to meet the moment under the following priorities:

  • Resource feminist movements, transform global financing, protect and strengthen the global gender equality architecture

  • Centre feminist movements and coalitions

  • Ensure policy coherence

  • Reject militarism and advance feminist peace

  • Strengthen democracy, confront anti-gender backlash and protect defenders

The call concludes by noting that:

This ministerial conference must serve as a platform for renewed ambition, collective strategy, and sustained accountability. It must build bridges between states, civil society, philanthropy, and multilateral actors, recognising that feminist change requires coordinated action across sectors and borders. We call on all participating governments to treat this conference as a turning point. Feminist foreign policies must be bold, coherent, transformative and grounded in justice, equality, and dignity. Civil society stands ready to partner, monitor, and follow up on agreements and budgets, to challenge, and to hold accountable. We expect the same courage from States.
